Gas fire switch beside chimney, should it be capped off?

    I bought my house 2 years ago. Just last week we ordered a gas fire for the sitting room. The installer discovered that the switch beside the chimney was not connected. It was like this:

    The builders say they were advised by Bord Gais not to connect these for safety reasons. Just checked with a neighbour today and there's is connected.

    Bord Gais say this is not a directive it is merely advice. From this I take it that if a builder chose either method it's safe and that it's up to them to do what they please.

    Is the onus on the builder to rectify this?

    Normally it would be handy for me to connect it myself it's just two nuts but I don't like to fiddle with gas. Any advice would be greatly appreciated.
