Covering stains on ceiling

I know there is endless products out there but a painter lad was saying to me that a flat oil painted on before the matt emulsion ceiling paint is a good cover, any truth in it. Thanks

That's what the handyman who worked at my place of work did when (annually) repainting the nicotine stained canteen ceiling. It didn't seem to matter whether he used flat or gloss iirc.
