Work forcing holidays?

So I was out a day last week because I couldn't make it in. LUAS wasn't running and my bus wasn't running. My only other option was to walk 2 hours in the blizzard to make it in.

Boss in work is now, without my permission using the day I took and making it a holiday. Using the last remaining one I had planned to take closer to christmas.

This isn't the first time something like this has happened and I was wondering is it actually lawful to do such a thing?

    Thanks

You would rather it just be an unpaid day?

    Perhaps this is relevant?
    http://www.employmentrights.ie/en/media/annual_leave.pdf, Pg 12
Who decides when holidays should be taken?
11The employer decides when holidays are to be taken having regard to
work requirements and subject to his/her taking into account the
need for the employee to reconcile work and any family
responsibilities and the opportunities for rest and recreation
available to the employee. The employer must consult with the
employee or his/her trade union at least one month before the
    holidays are due to commence.

That is designed to cover situations like a factory having a complete shutdown over Christmas.
