Import duty question

    Hi well I ordered clothes off hollister in the US for a total of $400.
    A lady rang me today saying I had to pay import duty and vat of 117 euros.
    I nearly died. She said the rate was 38%. This is absolutely mad. Is she correct. It is a very high import cost. She said vat is obviously 21% and the customs duty was 12% and maybe another transport cost.

    This has to be wrong.
    Is this amount really true?
    They won't release my shipment if I don't pay. I explained to the lady that I had never paid import duty before on goods around $100-$145.

    This is insane.
    Is it correct?
