best way to keep heating and water safe in cold?

    hi
    with the cold going down badly, how long should we keep the heating on?
    i was told that we need to keep it on for 10 minutes every hour to ensure water does not get frozen
    this was following the frozen taps we had last year
    what should we do from our side to ensure water taps not frozen?
