Oil boiler

We're getting our kitchen done up, and needed the boiler moved.
The person we initially contacted us said it'd have to go outside and a new boiler bought (the one we have is only about 3/4 years old).
The second person said putting it under the stairs would be safe, but we've heard nothing but horror stories since.
Are we insane putting it there to save a few euro's? Should we pay the extra to get it outside?
Any help would be great because he's meant to be coming tomorrow!

What horror stories have you heard?
If you put it under the stairs you will have to fire rate the place were it's going to be. Also depending on the boiler it might need air for combustion so a vent to outside will be needed. And a remote acting fire valve must be fitted to the oil line.
