Ok, not that used to driving in Dublin city centre and unsure about which routes I am allowed to take by car. I need to get from Lower Ormond quay to Ballsbrigde (RDS) by car. What is the easiest route? I have been told by some that I can't turn right at O' Connell bridge, go down D'Olier st, College green, Nassau st, Merrion sq, Mount st but some say I can. I will be driving on Friday late morning/early afternoon.

You can turn right onto O'Connell Bridge and then onto D'Olier street. However, there is a bus gate in operation between 7am to 10am and 4pm to 7pm. During those hours, you cannot go from D'Olier Street to college green, you can only turn onto Townsend street or go back up Westmoreland Street.

If you're driving between 10am and 4pm, then you can indeed take the route you've mentioned.

However, I would recommend this route which avoids the college green/grafton street area.

Outside of 0700-1000 and 1600-1900 you can do that exact route.

Otherwise the best route would be:
North Quays, right onto Matt Talbot Bridge after Custom House, left onto Georges Quay, right onto Lombard Street, straight on onto Westland Row, left at the top and immediate right onto Merrion Street and left onto Merrion Square North.

Only problem with that route is that you cannot turn left onto Pearse Street! Replace with my route above.

D'oh, didn't spot gmaps making that mistake. I've updated the link to follow your route. http://bit.ly/e6hR5W
