Why is there still a public/private chasm?

It has attracted leading multinational companies to Ireland and in the process has created hundreds of thousands of jobs that would otherwise have been lost not just to Ireland but to the EU as a whole. FDI accounts for €110 billion or over 70% of total exports in the Irish economy, 240,000 jobs (100,000 in US multinationals alone), 55% of corporation tax, €19 billion in direct expenditure, €7 billion in payroll costs and 73% of business spend on research, development and innovation" said Lionel Alexander, VP HP Manufacturing and President of the American Chamber of Commerce in Ireland.

    How is it that 240,000 private sector employees have a payroll of €7 billion
    yet 330,000 public sector employees have a payroll of €19.8 billion?

    I cannot understand why this is not being addressed by the IMF.
    Could someone please explain?

    Public sector pay is 16 billion gross.
