    In relation to Irelands current economic situation, what powers do the other member states have over Ireland? Also is there a clear distinction in the current role of the following two for this country.

    (1) The Council (The 27 Finance Ministers) Brian Lennihan....
    (2) The European Council (Heads of state) Brian Cowen ....

    I dont see the point of the two institutions (bodies) above meeting separately discussing Irelands future alongside all the other meetings going on separately with the IMF and the ECB. Would than not be the same as Chinese whispers?

    The reason i ask is because i am studying the separation of powers within the Institutions if the EU.
