nissan navara 2003 - do i need a declaration to tax

    i have a nissan navara 2003 crew cab, ive always taxed it commercial, they were exempt from normal private tax but still had seats in the back

    now when i try to tax it as normal, they want a declaration signed by the guards that it wont be used privately although before this they never looked for this,

    when did this new rule come in, and is the navara not exempt anymore??

    my question is why do i have to do this now when the nevarra used to be exempt from this
