    was at the connacht branch annual delegates meeting last night and these were the motions brought forward for decision.
    The munster decisions are below and i have put in the connacht decisions- someone else may be able to fill in ulster and leinster results



    MUNSTER MOTIONS
    Clonmel Golf Club
    Proposed Amendment to Clause 25.1 of the CONGU Unified Handicapping System 2008-2011
    “A Union shall direct that the handicap of any player, in whatever Category, who fails to return a minimum of six (6) Qualifying scores from competitions played at their Home Club in a period between Annual Reviews shall lapse.”

    Roscrea Golf Club
    Proposed Amendment to Clause 25.1 of the CONGU Unified Handicapping System 2008-2011
    “A Union shall direct that the handicap of any player, in whatever Category, who fails to return a minimum of five (5) Qualifying scores from competitions played at their Home Club in a period between Annual Reviews shall lapse.”


    The above two motions taken together and amended to

    ‘in Ireland the GUI directs that the handicap of any player, in whatever category, who fails to return a minimum of 4 Qualifying Scores excluding non returns from competitions played at his Home Club in the period between annual reviews shall lapse.’

    “Roscrea Golfing Affairs Committee propose that all returns from other forms of golf outside of qualifying rounds be adjusted as per the old Clause 19.4(b) of the previous CONGU booklet prior to 2008 or Clause 23 as per the existing booklet.”

    Amendment to Clause 20.4 of the CONGU Unified Handicapping System 2008-2011
    “Subject to the provisions of Clauses 18.4 and 18.5, if a player returns a score with a Nett Differential above his Buffer Zone or records a ‘No Return’, his Exact Handicap is increased by 0.1. limited whereby the players handicap can be allocated a maximum of two 0.1s in any calendar month and up to a cumulative maximum of ten 0.1s in any calendar year.”

    “In the Irish Mixed Foursomes Challenge Cup each club must present their team with pairings in order of lowest combined handicap.

    When more than one pairing has the same combined handicap the order will be at the discretion of the participating team manager.”

    “That training programmes for new golf club officers be provided by Munster GUI to help those officers become familiar with rules and procedures regarding the day to day running of their Club”

    Boyle Golf Club
    “That any players(s) categorised by his (their) Home Club as a Junior can only play for his Home Club in any Inter Club Competition in which they are eligible to compete and their Home Club have entered into”.

    “That the Golfing Union of Ireland handicap cards when issued to members should be colour coded to reflect the membership category held by the member within their respective club”.

    Ballyliffin Golf Club wish to propose the introduction of a maximum of 20 single point one increases to a players exact handicap in any calendar year.

    As a distance member who cant afford 2-3k for golf membership every year I am happy that these 2 motions didnt pass - for one I dont mind playing 3-4 times a year in my home club but to have people look at me with distain when they see my "Blue" gui distance membership card when i want to play in an open is just pure and utter snobbery......

    Yeh, because every other club in the country charges 2-3k don't they.

    I'd love to see a 4 card rule such as this come into play. The sooner it does, the better it will be for the game as a whole.

    as I said, I for one wouldnt mind the 4 cards rule but the other thing about having diff coloured gui cards is absurd. i dont care that not all clubs are 2-3k - but with so many fees over a thousand at least - i cant afford to shell that out. and there are plenty like me who wouldnt play the game anymore. Its people with distance membership who have a valid handicap and CHOOSE to play in these elitist clubs opens that keeps them above water when if they gave more local people cheaper membership options they wouldnt have the mass exodus to slievenamon, ballinlough etc that is getting the snobs all bent out of shape....

    There was a great discussion on the shambles that is the current handicap system regarding the shambles that is the treatment of society cards , am-ams etc.
    Also they spoke about one person who had already got 67 0.1s this year and while i think that 10 point ones in a year is too few for honest golfers who are not playing well , the general consensus was that 20 0.1s should be the upper limit.

    They are trying to get a deviation from congu so that irish handicaps can be administered differently in certain conditions.
    The problem with a lot of irish handicap golfers is that they think that being competitive or having an inflated handicap is the essence of the game.
