If one was to be charged with selling fags and booze on the black market, which court could one end up in?

If you mean Civil or Criminal then see the Intoxicating Liquor Acts (not sure which one specifically) and Tobacco Products (Control of Advertising, Sponsorship and Sales Promotion) Act, 1978 - the answer should be contained in those acts.
Criminal is the answer anyway. Depending on the offence, District or Circuit Criminal Court.

Depends on the amount involved. Casual trading on the street - District Court. Anything more organised, could be Circuit. There are minimum fines payable under the legislation involved - see a solicitor if this is a question about yourself.

Could be circuit court or higher, depending on the amount and if it was Customs & Revenue that grabbed you.

More than likely, it would be district as it was probably AGS that would nick you for casual trading.

How could it be higher than Circuit?
It is irrelevant who grabbed the offender. It would all depend on the degree of seriousness of the offence. That would depend on the value of the contraband seized. Most likely anything below 20K would be District Court anything above 30K would be Circuit Court.
