Fixed something very similar on Vista with a 3 dongle stuck in a loop but other symtoms were it never finished installing the dongle drivers, in the end it wouldn't work with any USB device. Problem in that case was with the driver cache file, google replacing it and you'll find a MS technet article on replacing it with a good one from the installation DVD.

Looks like the same problem here but sorry the guy didn't find a fix.

I got mixed up and it was XP that I have the driver cache file issue. On Vista with a 3 dongle that wouldn't install (got caught in a loop) I resorted to reinstalling Vista it was that bad

Did you by any chance have another dongle installed before the current install, I think that was at the bottom of one of the problems I saw recently.

actually yeah i did, i had a vodafone dongle installed aswell, i had removed the 3connect software, went to reinstall it and then seen the problem, tried uninstalling the vodafone software, made no difference :(

Different issue but I've definitely had issues with some of the older vodafone connection software installed along with 3Connect, but this issue was a "simple" one of the vodafone settings being installed in a way that gave them priority over the 3 software unistalling the vodafone software left loads of registry entries that persisted and messed up the 3Connect. Then the software loop I couldn't fix on vista was when someone got a 3 "upgrade" modem and installed the second modem without unistalling the first, afaik the same error msg as yours to start with but boiled down to the USB drivers never loading and the system would go very slow and sit there with the installing new device drivers icon running. If I was doing that one again with hindsite I'd try removing the modem drivers from the driver store http://technet.microsoft.com/en-us/library/cc730875.aspx and then reinstalling, however I'm not sure thats your problem.
