I am about to start a renovation of an old council cottage - one of those with poured concrete walls, my future neighbour has the same house and opted for internal insulation and seems happy - might be a help that changing locations of sockets etc and rewireing / plumbing etc was not an issue as it all needed doing anyway - anybody else do one of these types of old council cottages

Best job is external insulation. It has several advantages. It gives the external of the house a facelift but more importantly it moves the dew point of the walls to the outside whereas internal drylining moves it inwards. What this means in laymans terms is that there is a risk (large imo) that moisture will consense on the internal walls behind the insulation causing damp and mould. This risk is eliminated with ewi. However, I have found it very difficult to find competent ewi contractors. So beware and get good independant advice.
