    An internal report into Carlow County Council has criticised it over missing planning files, low staff morale and letters of complaint not being dealt with.

    The report examined how the Council conducted its business during the boom years.

    The report into corporate governance issues at the Council was commissioned after complaints were made about how some matters were dealt with between 2005 and 2009.

    The report was ordered by County Manager Tom Barry who says irregular practices need to be addressed and eliminated.

    But he added that allegations relating to wrongdoing were found to be hearsay, were unfounded and without credibility - a point which he welcomed.

    Carlow County Council made 5,441 planning decisions in the four-year period examined.

    The issue of quarries operating outside of the planning process is also dealt with in the report, which was compiled by former Carlow town clerk John Quinlivan.
