iCodeCounty - county-based address code

    In my determination to see some form of human-readable postcodes, without losing the accuracy on a geocode, I've created an additional proposal and demo.

    iCodeCounty is based on the familiar car reg codes, with some additions.

    A significant difference in this code is that the last group of the 4 group code is numbers only, to aid readability.
