The Garda in the station said they can do it in the local tax office but I thought you have to send it off to Shannon?

if the car is in your name you complete RF134 get it stamped by GARDA and send it to Shannon,

That's what I thought. It's already in the envelope and ready to send but the Garda said I can get one from my local tax office.

It's €12 isn't it? Can it be a postal order?

you can give them quick ring but postal order should be fine considering you can use it to pay for test
