Council contribution changes - up or down in 2011?

    Good Evening,
    I have the option of paying my Meath CoCo contributions in 2010 or 2011. My grant states that the rates will be reviewed on Dec 31st in accordance with the wholesale prices index - building and construction (Capital Goods) rate published by the CSO.
    My first thought was pay it before it goes up, but thinking about it I guess the index stands more chance of going down than up. Does anyone have any ideas?
    I checked the CSO website and I think the year-to-date figures are +1.9% on 2009 but with 0% change since June 2010, but I have no real idea if this is right figure or not - the titles don't match exactly etc
    I know if it was up to the council then the contributions would rise to reflect the cash shortage etc, but the grant is very clear that the index is the driver.
    Your collective thoughts appreciated.

    forecasting in todays market is extremely difficult, but....

    we need to get manufacturing costs down, therefore it would seem sensible that the WPI will fall in the coming 12 months.

    check the above document and see that teh rate of WPI is dropping.

    July 2010 +0.9%
    August 2010 +0.5%
    September 2010 +0.3%

    if trends follow then WPI could level at 0% next year. It make take longer to go into negative figures.
