Hey OP europena places are deteremined by the Europena coefficients system which can be found here http://en.wikipedia.org/wiki/UEFA_coefficient

Also where are all these clubs going to get the money to support this aswell where will the league get the money

Also where are the Limerick clubs in the southern division, such as Pike and Fairview?
