It's only since I've bought my new laptop this has been happening, shortcuts like Alt + Tab are not working properly,

or when I hover over my pinned icons I'm not getting a preview of the page or program running.

    Any ideas.

Laptop: Dell Studio 1749, Windows 7 Ultimate

Third-party applications can interfere with Aero Peek and ALT-TAB switching. Performing a clean boot will help you determine if and which third-party application is causing the problem.

This article from Microsoft Help and Support should guide you through the process:
How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7

Just noticed there I don't think Aero Peek is installed on my laptop, what happened is my laptop originally came with Home Premium but I installed Ultimate over it.

Found a solution that worked for me:D

There is a need to troubleshoot the issue that the Windows 7 Aero Peek is not working all the time. It can be done in the following manner:
Go to Start and then, search for Aero.
In the Control Panel, you will get an option to Find and fix problems with transparency and other visual effects.
Now, a troubleshoot wizard will be displayed.
After that, click on NEXT. The search for the problems will begin. If any issues are detected, then they will be fixed automatically by the wizard.
