connect to wireless networks?

Can android phones connect to a closed wireless network for internet connection or does is have to be through the mobile company? Any recommendations for cheap starter smartphone is welcomed? I need a satnav so am gonna take the plunge for new phone also as it seems like 2 for price of 1!.

Almost any smart phone these days can connect to a wifi network. I don't know of any android ones that don't.
