One old form of ID theft was to find the details of an infant who died around the time you were born. But they match deaths and births now so should not be possible anymore.

Would it be worth looking for someone who is over 100 years old but still alive ?
And try to blag it out with a line like "tell me about it, they typed in the date backwards , 1898 instead of 1988, at this stage I've given up trying to get it changed "

Or you could blame it on Y2K rounding , or you could claim that you can't get it changed because unless all the departments change at the same time you'll fall through a crack in the system and you were told it will all be sorted when the next (invent name here) integrate system comes on line in 4 years time.

The point here is that there is a good chance that person may have a valid PPS number that some older systems will accept.

Unlikely I know but it's worth trying to find a loophole before someone milks it.
