OS Tax refund websites

    So i was wondering if there is any regulationary board or anything like that that sees over sites like this. Or how I would be best to have a situation I have with one of these sites further investigated?

    Basically there was a major fubar by a tax refund site on my behalf leaving me owing a large enough sum of money in another country. They are now attempting to make me pay out of my refund for the penalties incurred due to their errors.

    Am I wrong in thinking that this is not right?

    Any help appreciated & sorry if this is complettely in the wrong place. >.<
