End of year budget splurging for government departments

    Anyone noticed Governement departments trying to give away, literally give away money around this time of year, just so that they don't underspend on their allocated budget, and risk getting a reduced allocation next year?

    It happens at this time every year.

    I think that the government should freeze all budgets now before the end of the month when it has to all be spent or allocated.

    Also, unless government agency heads (civil servants) aren't incentivised to make budget savings - i.e. they get a percentage of what they save paid as a bonus, the culture will never change.
