Is there a requirement that in a singles event you play holes in the correct order i.e. 1-18? Or would it be fine to perhaps start at 13 and then work round to 12?

I don't know the answer to that. But interestingly, I played in a Foursomes recently with my wife and we were asked to start on the 5th tee and play the course that way. That was in Killerig Castle, Tullow, Carlow.

You have to play in the correct order (stipulated round) unless the committee tells you otherwise. There are plenty of times when you don't start at the first and finish on 18 like 2-tee starts, shotgun starts etc but in those circumstances that's what you are supposed to do.
For a normal singles where everyone else is starting at the first, you can't start on the 12th
