Registering as a charity

The Charities Act 2009 establishes a regulatory body for charities, but this has not been set up yet. Before this, the Revenue Commissioner kept a list of charitable organisations. Does one still apply to the Revenue Commissioner until it's established or is the whole thing in limbo at the moment?

    Thanks
