"Splashing" noise when the wheel is turned

    Hi All,
    Quick one for you. Every time the wheel is turned, it sounds like there is a splashing noise coming from the wheel. The power steering fluid was recently drained and refilled (about 500Kms ago). Any ideas what it could it?

    Its a 2003 Ford Mondeo.

    Also, not sure if this is related, but when the car is idle, it sounds like the windscreen vent is on, but it isint (a very low air noise).
