Radiators still heating when turned off!?

Recently had two new rads installed and have just noticed that despite the control knob being turned to zero, they are still heating up hot when the heat is on. I tried turning them up to 5 (max) and then tightening then chrome 'valve' underneath the white control knob but dosent seem to have worked. Anyone one got any…

sounds like it could be a faulty head, is it the same for both of them?

did the plumber leave you the manual caps for the trvs?
