Noticed this morning that there where two rubber strips laid accross the South Ring Road in Cork this morning just beside the Rochestown Park Hotel.

Are these used to measure the amount of traffic passing on the road ?

Could they also be used to measure average speed ?

Traffic count, i.e. number of vehicles. Some of them have some ability to tell between small and large vehicles.

To measure average speed, you need to do it over a longish distance and be able to match the registration of the vehicle.

    Thanks.

Might have thought they wanted to measure average speed overall for every car for statistics purposes. Justification for speed camera locations and such.

They are currently using the actual vans for survey purposes and there will be an amount of this at any given time.

could also be used for planning applications.
traffic reports are required by some local authorithies and this is one way of doing it.

they're all over the place at the moment.

apparently some are connected to (not speed) cameras too, but I've not seen any of those yet.

There's another one on the Airport Hill in Cork as well,
my paranoia was telling me that it was to scout out good spots to park the new mobile speed cameras.

If you roll over it, you'll spring a trap. Watch out for suspiciously placed spiked logs hanging over the road. Or perhaps boulders.

I always thought these were for measuring the amount of traffic on a certain road prior to setting / adjusting traffic light sequence times.
