Yet another paypal dispute Q

    Hi all

    Another good old Paypal/Ebay dispute query.

    Sold a 2nd-hand car part at the beginning of October, for a mighty 99c.

    Buyer from Spain paid just over €9 including registered p&p , the next day.

    I posted the item the day after, sent it registered via An Post, and added the tracking info to the transaction details page on Paypal the same day. As I do with all parcels sent via registeredpost, which essentially isall parcelssent outside of Ireland.
    As usual, my parcels always have my return address clearly printed on them.

    Later that day I received a *flagged* high priority email from Ebay Classic (the spanish ebay site), in my messagespage on Ebay, stating something along the lines that they had noticed I hadr ecently dealt with this ebay buyer, and that if he/she had contacted me via the "Ask The Seller" function to be careful with what info I provided to him/her as the email may have been an attempt to gain information to use in a fraudulent fashion etc etc to gainaccess to my ebay/payal account...or words to that effect. The message was in Spanish, so thank DoG for Google Translate. :rolleyes::D
    When I returned to my Account Summary page on Ebay I noticed the buyer was "no longer registered" on Ebay.

    Either way, I wasn't too worried. He hadn't messaged meandso I'd not needed to reply to any message from him, he'd paid quickly, and the item was already posted.

    Ironically at the time I'd have gladly left him postive feedback,but couldn't as his account was dead.

    Thought no more of it, until I get an email from paypal today stating that he's claiming the item never arrived. The fundshave been frozen and I've now got a negative balance on paypal.

    I've been on ebay/paypal since 2004 and have never had a dispute filed against me before, so I rang paypal to ask their advice as to how to proceed.
    The girl on the phone asked if I wanted to go through with it, or drop it, seeing as its only a small amount of money.
    She asked me to confirm the tracking number.
    When I told her that his ebay account had been made inactive,and about the fraud alert email I had received from Spanish ebay in relation to the buyer & the original auction, she was quite surprised and said that she was unaware of any of that, but that if the member was behaving in a fraudulent fashion that would be in my favour. And she then suggested, in light of this information, to escalate the dipsute to aclaim.

    Which I did!

    So, what happens next?

    Just a thought, the parcel was insured to the value of €10 at the time of posting
    So if paypal rule in favour of the buyer (which they apparently have a reputation of doing despite usually strong evidence in the sellers favour) and I lose the €9.xx can I claim that value back from An Post for the *lost*parcel....although I'm sure the buyer's car is resplendant with the shiney 2nd-hand part I sent him.. :rolleyes:

    What does the tracking info say? If it shows as lost, or undelivered, then yes, you can claim it on the insurance. If it has been delivered, then it gets a lot more difficult to claim.

    It depends on the tracking. If its registered as delivered then the dispute made by the buyer is void and you should get your money back. If its not delivered and can't be found then you get insurance cover.

    Phoned AnPost, who were incredibly helpful !

    They gave me the website for the Spanish Postal service and talked me through using the tracking service on the Spanish site.

    Item was shown as delivered on 13th October.

    So have sent screen-grabs of the An Post Track & Trace page,and the Spanish track& trace page to Paypal...and await their response.

    Nice man at An Post also said that if I needed to get proof of signature from the Spanish postal service that they (AnPost) would be able to do that on my behalf, although it may take time to get it.

    Does the tracking show delivered at the buyers address or just delivered with no other info?

    If its the latter, you will need to get a document from An Post called "certificate of postage" that shows the correct address info, in order to win the paypal claim.
