CSS with a list horizontal

I'm trying to get a list to have the following output:

    1 2
The First Step The Second Step etc.

I know how to get the list to display horizontally, but is it possible to have an output like above.

Can this be done with an ordered list, with the numbers showing on-top?

Or would you do this with two lists, one on top of the other. If so, how can you get them to be aligned so that the number is in the centre of the value below it?

    Any help appreciated.
