a tv card for a laptop

    Am I on the right track here?
    My first idea was to buy a satellite receiver in order to
    1) receive hi def signals
    2) record them

    Now I am thinking of buying a laptop with a tv card .
    Will this do the same job?
    If the laptop has a tv out can I watch the programmes on the television in hi def? (as long as I have a hi def tv as well of course)

    PS I was half thinking of getting a laptop anyway so I don't think of that as an extra expense
