I live in a new cul de sac housing estate in Meath. One of my neighbours has turned his garage into a business offering car servicing and conversion kits for cars.
This means that we have little boy racers bringing their cars down our road at all hours.
Who in Meath Coco can I contact to get this guy to stop doing this?

It's not planning permission that I think he is in violation of as he is using a pre-existing building, his garage. I'm more concerned with him running a business that is classified as light industry in a residential area

To clarify, planning permission is related to a buildings use as well as its construction.
