It needs to be unlocked by code by Vodafone, or by cable in a shop for about €10.

Vodafone give you the code when you have spend €130 on credit in the past 6 months. You probably haven't don't this, so why they didnt give you the code. If you know someone on billpay with vodafone, they would be able to get you the code to unlock it.
