Hey Looking to apply for American Citizenship. I have a parent who is an American citizen and lived there as a child before returning when she was about 10. Both of her parents were US Citizens too. I'm 18. Is it possible?

No, sorry. The US citizen parent would need to have lived in the USA for 5 or more years, at least two of which had to be after age 14: http://travel.state.gov/law/citizenship/citizenship_782.html
