Leaking wall

    When it rains water leaks through the bottom of the wall and soaks the carpet
    Is the Landlord obliged to repair this?

    Definitely- it'll cause mold and could start undermining the walls.

    He's not well known for fixing his apartments , can i force him to fix it?
    Or can I get it repaired and retain payment through withholding rent.

    The landlord has to fix it because water running down the wall means that the house is not in a habitable condition.

    When you mention the leak to your landlord you should ask him if he'd rather arrange somebody to fix it, or if he'd like you to sort it out and you could take it out of your rent (probably best to get that bit in writing if he agrees). If he doesn't get it fixed, then give him notice and move out.

    You could also contact threshold (threshold.ie) or the PRTB (prtb.ie) and ask them for their advice - they deal with this on a daily basis, so would be able to give you all the relevant information.

    Withholding rent would be a bad idea. You should make a complaint to him in writing and send it via registered post. Outline a reasonable timeline for getting it sorted. If he doesn't comply, get on to the PTRB.
