    Of course it is illegal to tow a caravan with people in it.

    From a different angle - there's a woman in my estate in Lucan that drives around nearly blindfolded and I've had to swerve a few times to prevent her crashing into my car. Am I missing something, or is she really ok legally to drive a car like that?

    I'd suspect it would come under the medical requirements, as they're the only thing that specifies what field of vision you need to have (150 degrees horizontal).

    Unfortunately I can't see any arm of the state being willing to test a prosecution on that until there's a serious crash caused.
