Do I need planning permission for a tap/mains connection?

    I've just inherited an one acre field in Wicklow. I'm going to make it into a garden and want to have a tap of some sort for the greenhouse. There aren't any buildings on the land. A water mains runs past the land and there's a house on the other side of the road with a mains connection. Do I need planning permission to get a tap (or a greenhouse, come to think of it) :Din and how do I go about it? Thanks very much in advance. :D

    A green house there would require planning, as there is no dwelling on the site.
    Might as well wait and throw the tap in with that package
