Is iPhone 4 unlocked when bought on PAYG?

Hi everyone, Is the iPhone 4 unlocked when bought on Pay As You Go, or is it the same as buying it on contract? And does it apply to Vodafone, 3 and O2? Thanks

All pay as you go iphones are locked to network.
