Where would you buy good quality hay for horses in the south east, either round bales or small square ?. Price aswell if possible. Also what do you do if you buy hay that is not a good standard, do you complain or just put up with it and buy from someone else.

The "Farm produce" section of your local small ads paper should have plenty of Hay for sale ads.
Round bales are cheaper, but I wouldn't recommend them unless you have a tractor with forks to move them around, square bales are a lot easier to store and move around.
Check the hay before you buy it. Good hay smells sweet with a slightly greenish tint, and it's springy. If it is grey, smells mouldy, or is dusy, just don't buy it. You should expect to pay around 3.50 euros / square bale. Note that horses will eat rough stuff, that wouldn't really be suitable for cattle or sheep.
You might also look into haylage.
