96 VW Polo shuddering on start when cold

MY 1996 VW Polo has begun shuddering on start when cold (intermittently). So far I have narrowed it down to either the engine coolant sensor needing replacement OR the rotor arm and distributor cap needing replacing. Any suggestions from people who have experienced this / people "in the know"?
