I thought I heard some time back that the government introduced policy on a spent conviction, where if a convicted person did not re-offend for seven years, they had their slate wiped clean. A quick search did not yield any reference to it. Can anyone confirm this?

It's possible you are confused with the UK position , there many convictions are ' spent ' after 7 years and under the Rehabilitation of Offenders Act do need not have to be disclosed to most employers ( exceptions being Police , Military, etc ).
No such provision exists in Irish Law to my knowledge.

Delancey is correct. There is no provision in Irish Law for the cleansing/purging of a person's criminal record. If memory serves Fine Gael may have made a few vague noises about bringing a bill to the Oireachtas to address this but nothing has been done as yet.

I read about this recently and the Spent convictions Bill 2007 has stalled going through the houses of the oireachtas.

If you have a look through the Irish Penal Reform website there is a good bit of stuff on it.
