Economy 7 boiler: problems!

We have an economy 7 boiler for our water which has two power settings, an off-peak and an on-peak. We leave on-peak set to 'off' and off-peak set to 'on' - so that the water heats up over night when it's cheap. The on-peak switch can be used as a boost to get more water during the day if needed.

The problem is that during the night the water often boils making a lot of noise and we don't know how to fix it and if it's normal!

    Can someone help us?
    Thanks

No it should`t be boiling, the thermostat must be stuck on, that would cause that, a new thermostat might fix it.
