Anytime I go through Dublin Airport I see shoe shining on the "air side" of the departures. I have never availed of the service as I generally wear non leather shoes or runners when travelling.

I think a company called The Buff Stop already has a number of shoe shine locations in Dublin airport and a few other airports around Europe

Don't know if it would work well in a shopping center. I suspect the majority of customers would be business people. Airports are of course a perfect place for it due to the volume of business travelers passing through everyday.
