Volkswagen Transporter (DOE & Scrappage Scheme)

I currently drive a 1.9 tdi volkswagen transporter and was looking for some advice.

    - I have been broken into many times and all the locks on the van are now unusable apart from the passenger side door (They open from the inside but not the outside). Am I correct in assuming that as the door wont open with the key it wont pass its DOE? (http://www.irishstatutebook.ie/2004/en/si/0771.html ref 6.2.2)

    - Is a van covered in the scrappage scheme?

Thanks in advance for any help... :)

No commercial vehicles are covered by the scrappage section. VRT on such vehicles is only €50 so there's no room for a scheme to rebate when this figure is so low.
