As far as I know its E450 for the year. You get a card for the barrier then to go in and out

Do you need to be resident there to purchase a parking space?

yes i too have encountered an awful predicament like yours!
i purchased a space and have use of it. i think it is well worth the money as there are clamping in progress signs all over the city.
