Is there a reason they are investigating EBS and not INBS?

I know Anglo has had its lending seriously curbed (I think they can only lend to exisitng customers).

Is it the same situation for INBS? Because if it isn't, then surely they are distorting the market far more than EBS?

EDIT: Or is it simply because EBS have a long-term future as a lender whilst Anglo and INBS do not?

That would seem to be it. Anglo and INBS are being run down over time. The EBS is being sold as a going concern.
