    The rules have changed to stop trackstands now - I think you get disqualified if you are seen to come to a complete halt.

    Not exactly, you are not allowed any rearward progression, so you can stop, just not roll back, and it also cant last more than 60 seconds or the commissars discretion.

    Same with speed, you cannot go slower than the commissar is walking. Having been given a warning a few times for this i assure you it is variable from slow walks to light jogs depending on the commissar and the location.

    Tactical. These are one against one races. They stall to try to get there opponent to go first and act as lead out, then overtake him before the line.
