9sp cassette on old steel frame

I recently rebuilt an old steel touring frame I had, essentially just putting a modern drivetrain on it.

However Im having a problem with the derailer hanger bolt rubbing the cassette when the skewer is tightened.

At the moment Iv just put some washers on the skewer to push them apart a bit but that is resulting in the skewer nearly being out of the dropout.

Im well aware they were never designed to go together but I figured with the wealth of knowledge here someone might have come across and solved this problem before. Does anyone have any suggestions?

Is that a threaded bolt end in your second pic? If so, you could file off some the end of the bolt. You could probably file it down even further as the hanger bolt is really only a locater. The hanger is held in place by the skewer (or the old-style hangers were) so the hanger bolt really only keeps it aligned. There should still be enough thickness in the hanger nut after you file it down.

The way you have it now is not good as the axle is not in the dropout at all. Instead the wheel is being supported only by the skewer. The other possibility is to replace the quick release axle with a traditional axle-with-nuts. IIRC these have the same thread so you should be able to swap one into the existing hub.
