    If there is "placing on the fairways", is it true that you can not get cut no matter how good a score you come in with? However you can still get a 0.1 back if you come in with a poor score?

    Sounds daft to be honest. If there is placing then it is the same for everyone and the ss will adjust based on the scores of the field.

    No, this is not true, if there is placing on fairway only, it can still be considered a counting competition for handicap purposes, you can get cut.

    it is a only non counting competition if there is relief in the rough
